Their funding was...What happened to local councils? Their funding was cut (repeatedly) and they were told to think like businesses, so they ended up commissioning services from the lowest bidder and being run by people with MBAs who see the local population as a source of problems. Meanwhile the police didn't get their funding cut (until recently) and councils were encouraged to work with them. Result: minimal, poor-quality, privatised services, aggressive management of anything that looks like a public health, public order or anti-social behaviour issue.<br /><br />It's been going on a while, I'm afraid.
