Obviously it is possible for patriotism to develop into an unpleasant superiority complex, but I would see a town, region or country celebrating its history, identity and traditions as something entirely positive.
If you listen to the song, it is lamenting the way the English, in comparison with other countries, seem to have been cast adrift from their cultural roots, and there isn't the slightest hint of jingoism in it.
